Declaration of Accessibility

Introduction

The Marshal Office of the Lower Silesian Voivodeship undertakes to ensure the accessibility of its website in accordance with the provisions of the Act of 4 April 2019 on digital accessibility of websites and mobile applications of public entities. The accessibility statement applies to the website: https://innowacje.dolnyslask.pl.

Status in terms of compliance with the Act

The website is partially compliant with the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public entities due to the incompatibilities or exemptions listed below.

  • lack or incorrect content of alternative photo descriptions,
  • multimedia files do not have subtitles or audio description,
  • lack of the required minimum contrast in some areas of the webpage,
  • information in the form of annexes is not available digitally in its entirety. Examples of such information are resolutions of the Board or regulations of the Marshal.

Requests for inaccessible information and requests for ensuring accessibility can be made through the same way.

Everyone has the right to:
  • make comments on the accessibility of the digital website or an element of it,
  • make a request for the digital accessibility of the website or an element of it,
  • request that the unavailable information be made available in another alternative form.
The request must include:
  • contact details of the notifier,
  • an indication of the page or element of page requested,
  • an indication of a convenient form in which the information can be made available, if the request is for the information not to be made available in an alternative form.

The request should be dealt with immediately, at the latest within 7 days. If it is not possible to provide accessibility or provide access in an alternative form within this period, it should be done at the latest within 2 months of the date of notification.
A complaint can also be made to the Ombudsman: www.rpo.gov.pl.

Information on the procedure

Everyone has the right to request that a digital website, mobile application or some element thereof be made accessible. It is also possible to request that the information be made available by means of an alternative way of access, for example by reading a digitally inaccessible document, describing the content of a film without an audio description, etc. The request should include the details of the person making the request, an indication of which website or mobile application is being requested and the way of contact. If the person making the request wishes to receive the information by an alternative way of access, they should also specify how the information is to be presented in a way that is convenient for them. The public body should comply with the request without delay and no later than 7 days from the date of the request. If it is not possible to meet this deadline, the public body shall inform the requester without delay when it will be possible to comply with the request, but the deadline shall not be longer than 2 months from the date of the request. If digital accessibility is not possible, the public body may propose an alternative way of accessing the information.
Where a public body refuses to comply with a request for accessibility or an alternative way of accessing the information, the requester may lodge a complaint about the accessibility of a digital website, a mobile application or an element of a website or mobile application. After exhausting the procedure indicated above, an application may also be made to the Ombudsman.

Architectural accessibility

Traffic routes from the public stops to the buildings of the Marshal Office of the Lower Silesian Voivodeship at ul. 12-14 Wybrzeże J. Słowackiego Street in Wrocław and ul. 3-5 Walońska Street in Wrocław

  • there are two public stops in the immediate vicinity of the buildings indicated,
  • complicated route to reach the buildings,
  • in all buildings, yellow and black contrasting stripes are placed in the main strings of communication (stairs, glass doors): on the first and last step - stairs, at eye level - glass doors.

  1. Car Park Spaces
    • at the entrance to the car park, there are two spaces for people with disabilities in front of the barrier, behind the barrier there is an additional parking space.
  2. Entry area
    • access to the external lift is provided from the pavement in front of the building; a bell to the security room is placed next to the lift; the external lift is activated by a security officer,
    • there are two entrances to the building: the first is a revolving glass door with a slow motion system, the second is a manual glass door,
    • a sign was placed in front of the entrance to the building with information about possible assistance to a person who needs it when dealing with an issue in the office and a call bell ,
    • in the lobby, access to the main lift is free and unrestricted,
    • there is a rest area in the lobby,
    • in the lobby there is a place to do official business without entering the office (table, paper, pen),
    • there is the Office Information Centre in the lobby.
  3. Elements of equipment facilitating orientation in the building and the transfer of information
    • lack of general plan of the building, boards on the floors indicating the number of the marshals offices and individual organisational units,
    • lack of typhlograph plans,
    • an induction loop located in the Office Information Centre,
    • contrasting room number plates, pictograms,
    • tablets allowing communication via an online sign language interpreter.
  4. Vertical communication of the building
    • the stairs fitted with handrails on both sides,
    • the stairs fitted with anti-slip strips,
    • the building has a lift adapted to the needs of people with special needs,
    • on each floor, opposite the lift, there is clear information with the floor number and the directions and numbers of the rooms corresponding to each organisational unit.
  5. Customer service point
    • the Office Information Centre is located on the ground floor at the entrance,
    • the General Chancellery is located on the first floor of the building,
    • devices to facilitate communication - induction loop, access to online sign language interpreter.
  6. Hygiene and sanitation rooms and facilities
    • ladies' and men's toilets for people with disabilities are located on the ground and fourth floors of the building,
    • there are no architectural barriers on the paths leading to the toilets in the form of thresholds, steps, faults, etc.

    • access to an online sign language interpreter.
  8. Possibility to enter the building with an assistance dog
    • you can enter the building and all its premises with an assistance dog and a guide dog.

  1. Car park spaces
    • in front of the entrance to the building there are two parking spaces for people with disabilities,
    • at the entrance to the car park there is an intercom to the security room; access from the car park space to the pavement is provided by a driveway with a low kerb.
  2. Entry area
    • there are two entrances to the building; one is permanently closed with the notice ‘Door closed, entrance next door’,
    • the entrance to the building is through a glass door that opens manually,
    • there is a resting place in the hall,
    • there is a place in the lobby to deal with official matters without entering the Office.
  3. Elements of equipment facilitating orientation in the building and the transfer of information
    • lack of overall plan of the building,
    • lack of typhlograph plans,
    • induction loop,
    • tablets allowing communication via an online sign language interpreter,
    • contrasting room number plates and pictograms.
  4. Vertical communication of the building
    • stairs fitted with handrails on one side,
    • the edges of the stairs are marked with a contrasting stripe,
    • there are three lifts in the building, the main lift and two side lifts; the main lift is equipped with voice information and is Braille; the side lifts
    • lack voice information and Braille.
  5. Customer service point
    • the General Chancellery is located on the ground floor of the building,
    • equipment facilitating communication with people with special needs: an induction loop and tablets for online communication with a sign language interpreter,
    • one person employed has completed a course in Polish Sign Language.
  6. Hygiene and sanitation rooms and facilities
    • accessible toilet (ladies' and men's) is located on the first floor of the building,
    • there are no architectural barriers in the form of thresholds, steps, stepping stones, etc. on the paths leading to the toilets,
    • lack of convex plan of the toilet room.
  7. Sign language interpreter available
    • a trained person in Polish Sign Language in the General Chancellery. An online sign language interpreter is provided.
  8. Possibility to enter the building with an assistance dog
    • you can enter the building and all its premises with an assistance dog and a guide dog.

ul. 15 Mazowiecka Street, 50-529 Wrocław

The entrance to the building from 15 Mazowiecka Street is permanently closed. It only serves as an escape route for those on the first floor.

The building is connected to the building at ul. Wybrzeże J. Słowackiego Street on one side and to the building at ul. 17 Mazowiecka Street on the other. From the building at ul. Wybrzeże J. Słowackiego Street you can walk to the building at ul. Mazowiecka Street.

15 via a link through the fourth and second floors. It is then possible to continue from these floors to the building at ul. 17 Mazowiecka St. The link between the building at 15 and 17 Mazowiecka St. leads through a glass door and three steps.

  1. Car park spaces 
    • there are two disabled parking spaces in the car park in front of the building, marked in accordance with regulatory requirements,
    • there is one disabled parking space on the street in front of the building entrance.
  2. Entry area
    • there is one front entrance to the building; at the door there is a bell connected to the security guard's duty station; when the bell is rung, the security guard goes outside the building and directs the person with special needs to go to the rear of the building, where there is a second entrance; at the second entrance to the building there is a lift, which is activated by the security guard; once on the ground floor, the person with special needs has easy access to the lift which leads to all floors of the building,
    • access to the lift at the front entrance is restricted by a glass door,
    • there is no rest area in the lobby; rest areas are located on the first floor, in front of the entrance to the office of the Marshal of the Lower Silesian Voivodeship; these areas are equipped with armchairs and a sofa; on the second floor there is a table and chairs in the corridor.
  3. Elements of equipment facilitating orientation in the building and the transfer of information
    • in the lobby, there is a board indicating the organisational units located on each floor,
    • lack of overall plan of the building,
    • lack of typhlograph plans,
    • lack of induction loops.
  4. Vertical communication of the building
    • the stairs fitted with handrails on both sides,
    • on the stairs there is a textured system,
    • there is a lift in the building,
    • on the lift access, a texture system leading to the paging panel,
    • the external panels have convex buttons; the lift is equipped with an arrival signalling system; there is a traffic light at each lift door indicating which way it is going; the lift has an audible signalling system.

  6. Hygiene and sanitation rooms and facilities
    • toilets for people with disabilities are located on all floors of the building,
    • no convex plan of the toilet room.
  7. Childcare room
    • on the first floor there is a room for a breastfeeding mother; it is equipped, among other things, with a changing table, feeding chair, table, chairs.

    • you can enter the building and all its premises with an assistance dog and a guide dog.
